JOB TITLE: COMMUNICATIONS OFFICER
The Programme in Nigeria is a six-year UK government funded programme designed to provide strategic technical assistance at Federal level in up to 6 Lead States on teachers’ skills improvement. It aims ultimately at improving student learning.The communications and knowledge management team based in Abuja will provide overall strategic direction for this work.
Reports to the Communications and Advocacy Adviser
Assume post as the National Programme Manager
To ensure the effective publication of the Communications and Knowledge Management strand of the programme
The effective management of the Communications team – ensuring all desired outputs are met by all members of the team.
Managing the information dissemination process – ensuring that relevant information about the programme purpose, goals, achievements etc. are disseminated to all the right targets via the most appropriate means
Contribute to the development and implementation of the programme’s Communications strategy along with relevant key players within the technical team and senior management;
Responsible for the effective communication and promotion of ambition, activities and achievements to diverse external audiences locally, nationally and internationally using various appropriate PR strategies and media tools;
Take overall responsibility for the development and delivery of all communications activities including campaigns, quarterly newsletters, and the development and maintenance of the programme’s website;
Responsible for the management of the programme brand by developing and driving strategies to ensure the effective delivery of the set objectives of the Communications and Knowledge Management department by ensuring that the brand is properly represented to all stakeholders; press releases, reports etc. are produced to agreed formats and where applicable, disseminated to the target audience in a relevant and timely manner;
Ensure that the Communications Department of the Programme is up to date with all relevant developments in the Nigerian Education Sector by conducting regular market research thereby identifying opportunities for the strengthening of the brand and providing the necessary support for acting in all such developments;
Ensure that the programme has all the necessary tools for the timely and appropriate dissemination of information. In particular, ensuring that the website is managed appropriately to ensure accurate and useful dissemination of information to both internal and external stakeholders;
Support the LS C&KM in managing the activities of the Knowledge Management strand of the Communications department ensuring that all documentations and reports are stored in an accessible manner;
Take overall responsibility for the management of the activities of the various strands of the Communications and Knowledge Management teams in Abuja to ensure the timely delivery of outputs;
Ensure by supervising the work of the Communications and Knowledge Management Assistant that all documentations and reports are stored in an appropriate and accessible manner;
Work with the relevant Lead Specialists in managing all relevant ‘programme learning’ activities. Ensuring that all lessons learnt are properly documented and that relevant resultant strategies are identified and matched to arising situations where they could be useful;
Manage the relationship with all stakeholders and SLPs – driving the interests of the programme forward in a productive way. This will also involve constant networking with stakeholders and potential stakeholders as well as managing the relationship between the
programme and the media ensuring that a positive image of the programme is maintained at all times;
Line management responsibilities to the Website Manager and Communications and Knowledge Management Assistant;
Prepare and disseminate regular quarterly rolling work plans that describe communications and knowledge dissemination activities in the State;
Commission and manage the implementation of communications activities supported by the Programme and act as the focal point on communications with other DFID NLSPs in the State and at the Federal level;
Work closely with the Lead Technical Specialists, State Team Leaders and other relevant stakeholders to provide a high quality service to internal and external customers;
Establish good and considerate working relationships with all staff in the organisation, demonstrating respect for their own roles and responsibilities.
EXTENT OF AUTHORITY
The post holder will be reporting to the Communications and Advocacy Adviser. This post involves the line management of all the staff within the Abuja Communications and Knowledge Management team as well as a very close working relationship with the State Knowledge Management teams and State Team Leaders.
SPECIAL RELATIONSHIPS AND CONTACTS
Establish and maintain good working relationships with the senior management of the Programme, State Team Leaders, Federal Ministry of Education, SLPs, relevant media houses and agencies and other internal and external stakeholders.
Previous experience in project management;
Excellent oral and written communications skills
Proven skills in supporting the effective implementation of a communications strategy in Nigeria;
Proven track record in Public Relations and marketing – including the use of media and print in information dissemination as well as experience in advocacy campaigning;
Previous experience in working at management level within a result oriented communications team;
Previous experience in formulating effective strategies based on thoroughly conducted market research and recommendations;
Excellent report writing skills required for this post;
Ability to understand programme issues in line with other relevant issues within the ministry, economy and other stakeholder bodies and ability to work proactively based on the information available;
Experience in staff management;
Excellent interpersonal, intercultural and negotiation skills are essential to this role;
Understanding of the Nigerian Education Sector is required – previous experience of working in project capacity with the Education Ministry would be a bonus;
Previous experience in capacity building through workshops etc. is essential; Excellent IT skills and expert knowledge of all Microsoft packages as well as presentation skills are essential;
Attention to detail and accuracy;
Ability to work with a wide range of people, including public officials, the media, and consultants to deliver programme objectives;
Proactive approach to the programming of communications activities; Willingness to be flexible and prepared to contribute to the programme and other duties as required.
Educated to degree level (at the minimum);
Relevant professional qualification in journalism, public relations or communications (i.e. CIPR, ACCA, CIM, etc.)
Previous experience heading a communications team in Nigeria is essential. Specific focus on the education sector would be advantageous;
Previous experience in driving a successful communication project would be advantageous;
Strong track record in successful output deliveries in communications is essential.
